GFI Informatique has been awarded two third-party
application maintenance contracts by Caisse Nationale
des Industries Electriques et Gazières (CNIEG)
GFI Informatique's France West regional branch has won a four-year contract for third-party application maintenance and development for CNIEG in Nantes
CNIEG manages all the retirement and disability pensions and death benefits for the 144,000 people employed by EDF, Gaz de France and the non-nationalised energy companies (Entreprises Non Nationalisées - ENN). It possesses career data for 145,000 people. It is also responsible, by delegation from CNAF (Caisse nationale des Allocations Familiales), for distributing family welfare benefits. These two functions involve payments of €3.2 billion per year.
In July 2005, CNIEG decided to request tenders for the renewal of its applications development contract through the "competitive dialogue" procedure provided for by public procurement regulations. Competitive dialogue provides for the submission of tenders in successive stages, with the final tender submitted to the public procurement commission. GFI Informatique was selected at the end of 2005 against competition from two rival IT services firms.
In January 2006, CNIEG launched a second call for tender for the renewal of its applications functional maintenance, which had been entrusted to GFI Informatique since 2003. The functional maintenance team's knowledge of all areas of pension/benefits processes and an attractive fees grid enabled GFI Informatique to obtain this second contract and consolidate its position at CNIEG.
These two contracts are covered by a team of 18 people that is responsible for design, development and acceptance activities for all the information systems (except Pay Pensions) based on AGL PeopleSoft, the RULES engine, SQL-SQR, and the new UML-J2EE techniques (Open Source Workshop). The services provided by GFI fall within the framework of CNIEG's quality programme (certified ISO 9001 V2000) and meet demanding requirements in terms of compliance of deliverables (documentation and codes) and respect of deadlines based on a system of flat-fee invoicing. After three months in operation, the rate of compliance of deliverables and respect of deadlines exceed 96%.
